Requirements
April 2010 - Any change to a UDOT permit will now require that a new permit must be obtained from the Permit Office or Port of Entry. Handwritten changes/notations are no longer acceptable
August 1, 2007 - Colorado DOT Pilot/Escort Rule and Certification requirements
August 13, 2009 - Arizona Law signed by Governor requiring Pilot Car Drivers to hold Flagging Certification - Effective 1/1/10
Other Information
New York - No agreement in place at this time with any other State. Discussions concerning reciprocity continue.
Arizona - Effective Jan 1, 2010 - Flagging Certification Documentation Required.
Florida - Defensive Driving Certification credential must be in the possession of the Pilot/Escort Driver, or, hold a valid CDL (3) 36" Cones required. Effective date unknown at this time.
Virginia - Honoring all States Certification, however, Utah, Colorado nor Florida accepts the Virginia certification at this time.
In addition to those States noted above, work is continuing relating to Reciprocity Issues. The following States are currently reviewing Rules and Regulations and Certification programs. The States currently reviewing the Pilot/Escort Requirements are:

South Dakota- Pilot cars are required to collect and remit Sales Tax for the entire invoice
for the pilot car services for loads that originate within South Dakota. This tax is not
required to be collected if the load originates outside of South Dakota and is delvered
within South Dakota or is just traveling through South Dakota. The pilot Cars will need
to obtain a Sales Tax License number, this location is:
